offerは'of（～へ）'+'fer（運ぶ）'が原義。「提供する」という意味がある。giveと同様に、'offer B(人)+A（物）'またはofferA to Bの形で「BにAを提供する」という文型を用いる。「申し出る」という意味では、offer B（人） for A（事）で「AのことでBに申し出る」という意味になる。
「提案する」という意味では、proposeより明確な内容を提案する、という意味が含まれている。proposeは積極的に提案するものの、いくらか意向を尋ねるニュアンスがある。
